mm/percpu,c: remove obsolete comments of pcpu_chunk_populated()
Commit b239f7daf553 ("percpu: set PCPU_BITMAP_BLOCK_SIZE to PAGE_SIZE")
removed the parameter 'for_alloc', so remove this comment.
